What this standard covers, in our words

An EU directive, not a product-safety or performance standard. EUR-Lex's own text: it 'lays down rules on the restriction of the use of hazardous substances in electrical and electronic equipment (EEE) with a view to contributing to the protection of human health and the environment', and applies to EEE in the categories of its Annex I (OJ L 174, 1.7.2011, p. 88-110). It concerns substance content, says nothing about battery safety, and a maker's printed 'RoHS' with no declaration of conformity establishes nothing beyond that the maker says so. Whether a particular battery pack falls within its scope is not established by this entry.
