Re-read 23 September 2026 from both ends and unchanged. The terms page: "Sauf indication contraire, tout le contenu de ce site est disponible sous Licence Ouverte 2.0" — unless stated otherwise, all content on this site is available under Licence Ouverte 2.0 (our English, not theirs) — and "L'utilisateur s'engage à mentionner les sources des données utilisées pour la réutilisation et la valorisation", the user undertakes to cite the sources of the data reused. RappelConso's own "Données publiques" page points at that same page. THEIR OWN PAGE MISPRINTS THE VERSION AND IT IS QUOTED AS PRINTED RATHER THAN CORRECTED: "Les données sont fournies sous la / Licence ouverte / Open licence 0" — the "2." has been dropped somewhere in their publishing, and the terms they link to in the same sentence say 2.0. TWO LIMITS WORTH HAVING IN WRITING. rappel.conso.gouv.fr's mentions légales scope the openness to the data and not the rest of the site: "Tous les autres contenus présents sur le site sont couverts par le droit d'auteur ; toute reprise est dès lors conditionnée à l'accord de l'auteur." And the terms page forbids one commercial act, about links rather than data: "Toute utilisation de liens vers le site data.economie.gouv.fr à des fins commerciales et publicitaires est interdite." This catalogue does not link to that host at all — French notices cite rappel.conso.gouv.fr, and the terms address above is printed rather than linked (§26b). ORIGINAL NOTE, KEPT: Confirmed live and dataset-specific: the RappelConso dataset page on data.gouv.fr states it is published under Licence Ouverte / Open Licence 2.0, reusable under the general terms at data.economie.gouv.fr/terms/terms-and-conditions/ — a real, permissive French government open-data licence explicitly compatible with CC-BY/ODbL in spirit (free reuse, modification, and redistribution, with attribution).
