No one may edit, vary, reproduce, or disseminate information accessed, acquired, or obtained through this Website without having obtained the necessary consent of the NCC." The page's own footer reads "Copyright © 2026. The National Consumer Commission. All rights reserved." Read literally the first sentence would forbid reading the site at all, which cannot be what it means and is exactly why it is quoted rather than interpreted (§15): the operative half for us is "No one may edit, vary, reproduce, or disseminate information ... without having obtained the necessary consent of the NCC", and this catalogue has not sought that consent.
